You can unlock the 30fps cap by navigating to C:\Program Files (x86)\Steam\steamapps\common\Batman Arkham Knight\BmGame\Config\BmSystemSettings.ini and changing the value of MaxFPS to 60.0000.
We compare Batman Arkham Knight on PC minimum with maximum settings. There are a lot of things missing, but it does not seem to be a downgrade on purpose, it's just an extremely bad port. Ambient Occlusion is missing, as well as some rain textures on Batman and his cape and many more problems occur.
